Practicing In Traffic, For CERT

Since CERT teams are comprised of citizen volunteers who are not usually deployed on a frequent basis, there is a need for refresher work both in the classroom and out in the field. One typical task for NYC-CERT teams is to help direct traffic (whether it be during a power failure or other emergency), which is not so easy a task in a city like New York.

The photo below shows me practicing my traffic control skills on Roosevelt Island, located just across the East River from Manhattan, under the watchful eye of a police officer. There is only one main, lightly trafficked street on the island which makes it easier for neophytes like myself to learn proper signaling and positioning.

    Seems like a police officer dressed in all black is not taking the necessary precaution to stay safe. He should be wearing highly visible and relfective attire. After returning from a European vacation, I’m amazed at how “loud” the attire of any public official is. Wheter police, road worker, trash collector, they’re all dressed in bright clothes that are hard to miss.

    I wrote the new California CERT Traffic Managment Course and you are right, the officer should have a high visibility vest. If anyone is interested, the course will be offered in Orange Co area this fall of 2010 or spring 2011. It is geared for CERT teams and citizens who want actual hands on experience directing cars on streets in various kinds of lane and intersection configurations.
