		<description>Given the advent of 24/7/365 MSM and now various Social Media it is extremely important that research effort and funding be applied to how best to employ these tools in developing and issuance of PARs (Protective Action Recommendations) and PADs (Protective Action Decisions to the public!  One key example, should GIS data be used to describe the location of an incident or event? What if large-scale contamination and need for evacutaion? How should the very critical &quot;rumor control&quot; function operate given the new social media? I know a fool may ask more questions than a wise man may answer? Hey the sun must not be at the center of the solar system because it rises and sets does it not? Being facetious here of course but only half a millenium ago no consensus on that particular topic. Hey who knew the pole star moves around also. And reverses periodically from one pole to another. Charles Perrow concludes in the &quot;Normal Accident&quot; that human intervention does not always help in accidents and is strictly a western concept. OKAY so when to do NO harm!</description>
