		<description>I would highly recommend utilizing Ham Radio Operators for passing messages (traffic, as we call it) between Government agencies and the public.  I&#039;m amazed at the consistent professionalism and dedication Ham Operators present during their communication duties.  

Most groups are also affiliated with Government anyway -- Ventura County utilizes the Ventura County Auxiliary Communications Service as their official backup communications.  

If the message was sent out (using the ICS methodology) to the local EOC&#039;s then the message would be consistent and possibly delivered by local Ham Operators, CERT, etc.  

Ham Operators routinely practice their skills in place and can be trusted to deliver the message accurately.  

Oh...  one more thing.  FCC Reg Part 97.3 Subpart A, 4 makes it illegal for us to charge for our services -- what a deal!!
