The terminology -- or, perhaps, terminologies -- of WMDs do need clarification. I mentioned &quot;terminologies&quot; because the definition of WMDs depends upon who&#039;s speaking and the speaker&#039;s primary concerns. Scientists and military/security agency people have their perspective. Lawyer their own. (In some criminal cases, WMDs are being pushed downwards to cover things such as regular explosives. May help the prosecution but clouds the understanding of what are WMDs.)

The citizen needs a practical set of definitions. The scientific or legal definitions won&#039;t matter as much as the practical implications. Do I shelter in place? Do I run? Should I head for the higher stories in my building or go down to the cellar? 

A better citizen understanding of WMDs and practical responses will help the authorities in an emergency. One big area I see where the understanding may help is the understanding when dispersal of evacuees -- after checks and decontamination, if needed -- would be done versus when staying put and maintaining quarantine &amp; isolation would be done. The knowledge can remove some of the potential for fear and confusion or even perceptions that the government is seeking to &quot;throw away&quot; those people who were exposed. Hollywood has not helped with some movies depicting the government sacrificing people in a bio crisis in order to contain and cover up the crisis. Education and better intercommunication with citizens will help.</description>
