		<description>There was an article about April 15, 2008, in the Washington Post about a potential scenario of a one to ten kiloton blast going off by the White House done by suitcase nuclear bomb or a truck nuclear bomb.  This would make a ten block wide &quot;Death Plume&quot; that would go down Constitution Avenue and end up at Union Station.

What can workers do that would be in buildings under this &quot;Death Plume&quot;?
